Scaling up data collaboration governance

Imagine all organisations involved in cure and care in a certain region - hospitals, insurers, GPs, municipalities - work together in a data collaboration. How do you organise that collaboration in such a way that:

• Organisations stay in control over who can do what with their data.
• They can perform analyses involving data from others, within the agreed-upon boundaries.
• The data collaboration stays flexible and adaptable, meaning it is easy to include new organisations, or change rules or boundaries when required.
